2. Protect Legal Migrants: do not implement the 10-Year ILR proposal

   The government responded on 5 December 2025

   The earned settlement consultation is seeking views on whether the increase in settlement qualifying period will apply to people already in the UK. No decision has been taken on this point.

3. Keep 5-Year ILR and Restrict Access to Benefits for New ILR Holders

   The government responded on 5 December 2025

   As set out in the Immigration White Paper, the default qualifying period doubles to 10 years. We welcome views on other measures, including access to benefits, via the earned settlement consultation.
