Petition Compulsory regulations for existing and newly built housing

More details

I can upon the Department for Energy and Climate Change to urge the Government to create compulsory regulations that all existing and newly built buildings must follow to improve their energy, heat and water efficiency.
Under the Kyoto protocol, the Government intend to meet certain targets over the years about reducing our CO2 emissions by improving the country's energy efficiency.
But to do that I feel the Government must take serious action and create compulsory energy, heat and water efficiency measures. So that the percentage of CO2 emissions can be reduced by at least 25%.
Measures such as making sure that every household has 270mm of Loft Insulation installed, can save the UK approx. £500 million and 2.7 million tonnes of CO2 each year (equivalent to taking approx. 100,000 cars off the road).
Years ago, We and Britain lead the Industrial Revolution all over the world, so now, why can't we lead and inspire the world to take part in a Green Revolution?
