Closed Slow moving construction vehicles

Introduce legislation to ban slow moving construction site vehicles ( earth moving and digging and dump trucks etc) as well as agricultural vehicles with trailers, from travelling on public roads during the hours of darkness.

Frequently such vehicles have defective lights, or lights obscured by mud and soil. They can be all but invisible, and such vehicles have caused too many fatalities on our roads.
