The jailing of Andy Coulson because he was in charge at TNOTW at the time of phone hacking sets the precedent of holding the man in charge criminally responsible for the actions of his employees. David Nicholson was directly responsible for the deaths of over 1200 NHS patients but neither he nor the Health Secretary were ever even charged, let alone appeared in court. WHY NOT?
