Change the ruling in entertainent licensing by adapting to the current trend of performance medium.

The 2013 act changed so unamplified live performances are allowed between the hours of 8:00am and 11:00pm.
As of current, much music and performance hangs on the electronic and synthetic, it should be altered so Amplified sounds may also be performed without a specific license between these hours. With strict guidlines to volume.

This will increase live performances and encourage more trade in these environments.
