Petition Governments unable to cut emergency services and armed forces

I would like to start a petition to make it law that this and any government will not be able to cut funding for the following services, the emergency ( police,fir,and ambulance, the NHS, and all of the armed forces.
Although I agree they must be budgeted, I believe that in this world of uncertainties these services should not be cut, but better managed.
With the growing threat of terrorism they are essential to our safety.
