Petition Make it a criminal offence in the UK not to report discovering a death

Recently my brother passed away and the person who was staying with him never rang for help just left him on his own. I want to make this a criminal offence in the UK as it’s against the law in other countries. I need to get as many signatures as I can so no other family has to go through this.
