Rejected petition Make it illegal to walk a dog in a public place without a lead on

My son was recently bitten by a dog. This would have been avoided if the dog was on a lead. He is now terrified everytime we encounter a dog not on a lead. I think it should be the law that all dogs are on a lead in a public place
