To consider the restoration of executive, almost absolute power to the monarch, operating with a constitution preserving individual and press freedoms and a 5 yearly referendum to regain consent to rule.
There could be a small advisory parliament elected by proportional representation also on a 5 yearly cycle.
If the monarch does not win the referendum, parliament rule for that 5 year term.
