We think this should have timely digital alerts, and fair and proportionate penalties with first-time cases allowing payment of the original charge plus a reasonable fee.","additional_details":"In our experience drivers often receive large fines because payment systems are fragmented and unclear, especially when travelling outside their local area. Charges can escalate before drivers are even aware, as communication relies on post which may be delayed or not received.
