We think it will avoid an unnecessary empty lane and cause less congestion.","additional_details":"We are concerned there has been confusion about when to merge into a lane before closure. We believe too many vehicles are merging into the open lane too early and thereby blocking other motorists from making use of all lanes until the point at which they need to merge. This can cause issues such as heavy unnecessary congestion, and may contribute to road rage or in some cases collisions.
