Rising temperatures can pose severe health risks, and upper floors overheat most. Safe cooling should be a basic standard for every social housing tenant.","additional_details":"Summers are getting hotter. Council homes especially top floor flats can get dangerously warm. This puts older people, disabled people, children and vulnerable residents at risk.\r\n \r\nWe are concerned that overheating is a housing hazard but no rules or funding exist for cooling.
