This should not be a new tax, but instead funded via their current tax contribution.","additional_details":"In our view, by funding such a buffer, when a person loses their job, they will not immediately fall into uncertainty of how to secure an income. Instead, they will be able to first draw upon their own Employment Security Buffer—a fund built gradually through their working life—before accessing wider state support if needed.
