Introduce a penal colony on the Falkland Islands where repeat offenders of the recent riots can be sent. Minimum sentences would be 5 years. They would be provided with basic hutted accommodation but nothing else. Prisoners would need minimal supervision as there is no escape risk. Prisoners would need to work hard just to survive which would instill a work ethic in them.
