These people destroyed buildings, businesses and lives. Lets get them out there helping to rebuild these things so they can see they extent of the damage they caused first hand and help put it right.
Who knows, they may even learn some usable skills along the way, carpentry, painting, glazing etc.
This allows them to make a positive contribution and keeps them from being bored on the streets.
Lets have something good come out of this bad situation.
