In March a tsunami hit Japan causing great devastation, yet no one rioted, no one looted, no one was murdered. Everyone behaved civilised.
The government now wants to study how the USA, the most dysfunctional society in the developed world, and arguably from where many of our own social ills originate from, handles such gang behaviour,
Lets us instead study the example set by Japan and ask them how they've got their society so right.
