Rejected petition Rioters must do community service for benefits after conviction

You make them do 40 hours a week community service/work for their money. They have forever lost their right to freeload. You'll still give them money, but they will work for it. I imagine there are months worth of cleaning/rebuilding to be done. Seems to me there is a new 1500 man, cheap labor force suddenly available.
