We would like to be able to fly with our pet but not at a cost of over a 1000 pounds for a return flight

Defra dictate that pets can not fly in the aircraft cabin,where as our neighbours in France, Germany, Belgium and so on do allow pets in the cabin for approximately between 20€ and 45€. Why is this?
