It is quite clear that large numbers of people hide their faces with scarves, hoods etc in a clear attempt to prevent being identified when comitting offences.

The act of covering the face to prevent being identified should be an offence and the police should be able to remove face coverings to identify individuals suspected of being engaged in criminal activity
