Petition Introduce harsher punishment for YOUTH offenders in the UK

After seeing an elderly lady be deliberately pushed of her feet by a group of young boys(for the fun of it).I felt sick to my gut then i watch a documentary where nearly all the youth on it said the where not afraid of the police, as they will be out the next day or they will just get a caution.
