Petition Do away with travel concession cards for drug users

Why is it that there are so many drug and alcohol abusers getting free travel by use of concession cards, they get everything thats going including free travel, and then proceed to annoy other fare paying passengers, they should not have free travel, they get enough in the way of other benefits, they should have to PAY.
I want the government to review this and stop this form of travel, someone has to pay for their travel, so why not them
