Rejected petition Penalty for rioting and looting

Basic needs only: Bed, Food, Drink for all Rioters and Looters. All other benefits to fund clear up and compensation.
All the above put to full time work clearing, cleaning and rebuilding the result of thier actions under very strict army supervision. (boot camp style)
This would dramatically bring home the effect of their actions without blocking up the prisons and wasting more tax payers money.
It is not realistic to remove all benefits as this would cause more problems than it would solve.
