Petition Broadband providers advertised speeds should be available to 50% of customers

At the moment broadband providers are allowed to advertise maximum connection speeds even when these are only available to 10% of their customers. This is completely misleading.
Many more customers should be able to get these advertised speeds before broadband companies can advertise as such.
