All people convicted of causing damage to property during the 2011 riots should be forced to compensate those they harmed by following a regime of conditionality. i.e. they must provably do the following:

1. Repair any damage caused during the riots, through manual labour
2. Repay for a share of the damage caused through deductions of future income, increases in taxes, or reductions in future benefits

Failure to do so would result in an immediate cessation of benefits and compulsory national service.
