Rejected petition English rugby clubs to publish their investigation into "salary cap" breaches

https://en.wikipedia.org/wiki/Salary_cap#Rugby_union

Serious allegations have recently appeared in the national press to the effect that some clubs have been found to be in breach of the "salary cap", but that no action will be taken as a result of threats and poor internal governance and potentially bringing the entire sport of rugby union into disrepute following the World Cup unless urgent action is taken to remedy this mischief.
