Rejected petition Test on rapists and murderers rather than innocent animals!!

Breeding puppies just to test on is as bad as the torture on animals in China! Its sick. Why bring something into the world just to kill it? We have plenty of lifers who definitely deserve to be tested on over innocent animals.
