Allow judges and juries to adjust the sentences of criminals based on extraordinary circumstances. Judges' inability to exceed or adjust the guideline sentences for certain crimes has lead to constant scrutiny of our justice system.
Allowing judges and juries to adjust sentences based on circumstances that are not foreseen outside of the particular case will allow for fairer sentences.
