Petition Review the punishments for youth offenders.

Whilst researching for my Citizenship Controlled Assessment, I have found out that the number of Youth Offenders has increased and the reoffending rate in one year was 60%. The punishments they receive are not helping them to rehabilitate. We need to take action now if we are to help them.
