Petition Extend 5p charge on plastic bags to ALL shops & end exemption for small stores

On 5th October 2015, large stores in England will be obliged by law to charge 5p for each plastic bag they issue to customers. The Govt. has allowed all stores who employ less than 250 people to continue giving away free plastic bags. Let's end this exemption and make the charge universal .
