Petition Free transport to further education until 18

In 2013 a new law was passed that young people have to continue education until they're 18. Why is it now we have to pay for our transport, when it's been paid for the past 5 years. The law now says we HAVE to continue education, so why do we now have to pay for two years? It shouldn't change.
