Closed Enforce cyclists to wear hi viz/fluorescent clothing whatever time of day.

No hi-viz clothing on. Wearing grey/dark clothing, & riding a black bicycle. He had a rucksack on-again not clearly visible. Appalling weather, wet,windy,dark & street lights were out!.Poor lights on his bicycle.
