The technique known as "filibustering" has been used historically in the House of Commons to block bills by talking for an extraordinary length of time, sometimes over an hour and a half, which means that the House cannot vote on the bill.

Filibustering is done when an MP or party (any one) disagrees with the proposals or, commonly, has a personal grudge against the proposer.

One of many examples of filibustering blocking an important debate that could significantly improve the lives of thousands of people across the UK, this time by the current government. This cannot be allowed to continue, as it is backwards and prevents improvement and change to be properly debated.
