Petition Restrict Refuse Collection to night time like Spain to ease traffic congestion.

Restricting refuse collection to out of hours would ease congestion on our roads and with a quite delivery code of practice they would improve shift productivity, reduce duty times and vehicle fuel consumption saving money, emissions and time for all.
