Rejected petition PPC's provide pro-rata payment option before issuing extoritionate PCNs.

In light of recent court judgements in the Beavis v ParkingEye case, we need to give motorists a chance to pay, pro-rata, for their overstays in car parks BEFORE the PPC issue extortionate Parking Charge Notices (PCN).
