Rejected petition Make riding a bicycle with out a helmet a criminal offence

The Government have made it illegal to ride a bicycle on the pavement and say to ride to work and schools to be more active . We have bike lanes but this is not stopping people getting injured and we would have so many less serious injuries if people had helmets on.
