Closed Amend the law so Chartered Legal Executives can certify Powers of Attorney

At present Solicitors are having to support their colleagues by certifying Powers of Attorney despite the fact that Chartered Legal Executives can now run their own legal practices. It also causes confusion and delays for clients who can certify their own Lasting Powers of Attorney but we cannot.
