I propose that the Crown Prosecution Service be disbanded, and we return to the Grand Jury system that existed in the UK until 1933.

This would return the decision on whether to proceed with a criminal case back into the hands of the public. I believe they would they decide based on the spirit of the law, rather than the letter of the law as at present.

It should allow common sense to reduce the number of controversial prosecutions in such circumstances as retaliation against anti-social behaviour, and possible over-enthusiastic self-defence.
