It seems there is little to deter irresponsible youth from taking part in violent riots, looting and the wanton destruction of property. I believe that the prospect of being birched, preferably in public, would prove a major deterrent to the vast majority and would save £ millions in imprisonment which does little good. Legalise corporal punishment.
