Over crowded prisons? Locked in a cell 22hrs a day?
To ease the over crowding don't lock offenders up for 22hrs a day Make them work!
The damage they have caused needs to be cleaned up by hard labour cleaning the distruction they have made.
Charge them, tag them, and get them out of the prisons to do the work, not the council where the costs will be massive!
