Reading the definition as prescribed by the Parliament of the United Kingdom, there is nothing to distinguish the current war in Syria from state sponsored terrorism.

We are a nation of law, and should act in accordance to what is written.

The Syrian intervention satisfies all subsections of parts (1) (2) (3) (4) and (5) of section 1 - 'Terrorism: Interpretation", as found within the Act of Terrorism (2000).
It really would be hard to find an action that satisfies the criteria of terrorism, as defined by the UK, any better than the current war does.
