Rejected petition utility bill fraud

When they abolished standing charges on gas & electricity bills they front loaded the charges so the first tranch of electricity costs more than subsequent ones. It was all a big fraud, which penalises the poor by making gas and elec less expensive the more you use (or waste). The first tranch could be free, the next low cost, then progressively more costly the more you use.
