Place youth offenders including recent rioters on a list for conscription at 18yrs for international development and humanitarian aid. Conscription will NOT be into armed forces but will be into either aid charities, international relief organisations or government sponsored organisations. Aid will be in UK or abroad including famine relief, disaster relief, education or community projects. Minimum 6 months up to maximum 2 years. Paid at UK minimum wage.
