Closed bring back the dog licence

Bring back the dog licence with micro chipping to tie dogs to an owner.
Also because a dog is a luxury and should be tax as such. Discourage people from buying a dog then dumping it onto the RSPCA when they cannot afford to keep the animal also the ownership licence as with a car could put a name to an animal’s registered owner if the dog is neglected /abused or aggressive or worse so that relevant authorities can deal with the registered owner. If you want to go fishing in the UK you have to get a licence, to drive a car you pay tax. You can go out and get a dog which has the potential to harm or kill without any record, licence or tax we need owners to be responsible for their dogs
