Rather than order prison sentences and reprimands to rioters, thieves or thugs, surely it would be more effective and less costly to the tax payer if the British government introduced A physical punishment enforcement act to legalize caning or flogging from 1 to 20 lashes defendant upon the severity of crime. Pain is an age old method for correcting behavior and acting as a deterrent to committing crime. History shows that it works, and is cost effective for keeping law and order in society.
