Petition Mobility cars only for those with a physical disability.

I would like the government only to provide mobility cars for only those people with phyiscal disabilitities and that have to have cars that need modifying for that person to drive. I am sick of paying my taxes to see people in new mobility cars with disabled parking tickets that are fit and able to walk miles. This would save our country millions of pounds.
