I believe that removing benefits will make situation worse, courts are limited to sentences passed, so the stocks may remove some of the perpetrators cockiness and bring shame, which needs to be experienced. It will give the police a chance to laugh at them instead of the other way around. For Human Rights Activists, cuffs are used so why not stocks?
