Reintroduce the birch for minor offences which would normally be dealt with in the Magistrates Court. The maximum penalty would be ten strokes across the buttocks with the punishment split into two halves ie sentence = 10 strokes then five strokes and a further five strokes 14days later. This will allow a period of reflection on their crime.
