Petition Introduce Road Safety Cameras that reward safe driving while discouraging unsafe

Problem is speeding traffic. The Road Safety Camera would do two things. It would capture speeders and issue penalties in the usual way but with an amount of the fine going into a fund pot; then if you are obeying the speed you are entered into a draw to win some of that fine money from the speeders
