Cyclists who use the streets and off road “mountain bikers” are increasingly complaining about aggression being directed towards them and yet all to often cyclists are perceived to be the cause of nuisance or danger for other road, pavement or footpath users.

A system needs to be developed to ensure that all cyclists behave responsibility and are liable for any accidents, injury or damage they may cause.

Items to debate could include introducing the following:-

A Cycling Proficiency test, A Licence, A Number plate, Compulsory insurance, Provision of more dedicated cycle areas for sport and recreation,
Improvement of the cycling infrastructure to provide a well connected system of shared or segregated routes so that journeys can be made quickly and safely, Taxation to cover the cost of all of the above
