Rejected petition Make February 29th a UK Bank Holiday

February 29th only comes round every 4 years. For most this is an extra day of work.
As this day is 'Special' and only comes round every 4 years it should be a day for everyone to appreciate having the additional time in their lives.
Our aim is to have February 29th appointed as a UK Bank Holiday
